Your team should be in the mid 30s by that point in the game. You can beat Lance with a team in the high 30s and low 40s.

I agree with on that other stuff but fuck you, that's one of the worst things about GSC. Gen 2 is my favorite for pokemon designs but I fucking hate how a good portion of them are post game

No, the areas I listed should be in the game is the point I'm trying to make. Besides, Magcargo an Murkrow are supposed to be Johto pokemon, so why the fuck aren't they living in Johto?

Kanto got QoL updates like significantly higher levels and the Vs. Seeker. Johto did not despite a decade of GF experience since GS.

And if we're being honest, rematches in hgss aren't much more tedious, you can rematch a trainer over and over again as many times as you want so long as it is "Their day", and their levels are mostly really good

With the Vs. Seeker, I can just rematch whomever I meet in the open without having to wait for a dumb schedule. The phone gimmick should've died with Gen 4.

And that's pretty much all you face in Johto until the Safari Zone. For every Johtomon there's like three from Kanto. Some are limited to routes while the Kantomons just reign free.

It does. In the time it take to run 100 steps to recharge the Vs seeker you can easily call a trainer, organize a rematch and go battle them. Plus the Vs seeker is guaranteed to work every time, but calling a trainer is so long as it is their day. I'm referring to hgss if it wasn't already obvious

They're not, but even without that, they're still better than what we get in HGSS. This was also the case for RBY and GS. Whatever you fight in Gen 1 will have a better level curve compared to what you face in Johto.

It's not. The trainers you meet fighting in the last two gyms, and through the sea would be early GS Kanto-tier.
