pikachu is popular mainly because of the anime. had they went with the original idea of making Clefairy become Ash’s companion instead, Pikachu would’ve just been something to fill ash’s Pokedex and move on from it, perhaps a single episode at best.

Pikachu's popularity was organic, actually.
It's hard to imagine since most of this board has never lived in a world without Pikachu shilling, but it's true.
Pikachu was just some random mon that was a rare encounter in Viridian Forest. It just happened to become popular and Gamefreak and TPCi responded by pandering to the Pikachu fans.

The reason why they rejected Clefairy was because they saw how popular Pikachu was among kids, especially with all the rumours about a "cute and rare Pokemon you can catch early in the game!"
The devs mentioned this outright in an interview. If anything, Clefairy got shilled with the manga first.
Shame that the higher ups don't have the same kind of thought process nowadays...
