Why him out of all the Kanto trainers? Wouldn't Blaine be a better choice since he's the strongest gym leader in Kanto after Giovanni quits?

Gym order being based on strength is only canon for Galar. That's the only time it's explicitly stated that you're fighting the Gym Leaders in order from weakest to strongest.

I never really saw the gym badge's order as indicative of the gym leaders' actual strength. if I were some kid from cinnabar, i don't think Blaine would whip out his Arcanine and Rapidash. why should these bums from pallet have the benefit of having it easier?

In fact, Cheren confirms this is the case when he grumbles about not being able to use his usual team after getting defeated by the player in his first battle as Gym Leader in BW2.

Agatha probably retired because she's old and Lorelei was retroactively given a home in the Sevii Islands probably to account for her disappearance in GSC - maybe it takes too long to travel.

GSC E4 should have been Sabrina, Bruno, Koga and Karen, with the karate master receiving a proper name and becoming the gym leader in Saffron

The karate guy (the one who gives Hitmonchan or Hitmonlee) did get a name. He's Kiyo, the same guy at Mt. Mortart who gives you a Tyrogue for beating him.

Koga probably got the job due to his seniority and the fact his daughter was ready to take his place as Gym Leader. While we don't know the nitty gritty of how the League works, being an E4 member is without a doubt a prestige above being Gym Leader. The League council likely figured Koga was either most fitting for the role, had earned his place, was the easy option at the time, or some combination.

Blaine most assuredly had his hands full due to Cinnibar's volcano erupting, so even if he did want the position, Cinnibar, as well as its Gym, needed him more than the League at the time.

Are we sure they're the same character? The Gen 1/3/Let's Go games call him the Karate Master, while the Gen 2/4 games call him the Karate King. It could just be a case of a new owner, like with the Janine/Koga situation of passing on the practice

Did you not play the postgame or something? All of the Gym Leaders have stronger teams than the ones they use for your Gym Battles. It's pretty much canon that they can scale their teams to your level depending on the number of badges. It's why Blue doesn't want to battle unless you have 15 badges.

In the actual script he's called the Karate Master by other characters, even in R/B. However, in Japanese it seems Karate Master and Karate King are the same thing, but I don't think that rules out Koichi and Kiyo being separate characters, with Kiyo being the successor of the dojo
