An actual visual novel would not care about adding many rpg elements and would be shit with the shallow story of a pokemon game. In the anime, a repetitive formula of events takes place, like in children cartoons. They try to implement a slow "catch and train pokemon to become champion progression" to it just like in the games, but every battle is devoid of any logic or rules, making it only appealing to little kids that enjoy the simplified and basic action in those battles.
