Toxic is poop. You throw poop at the enemy and poison them.
The reason why poison types have 100% accuracy on Toxic is because their poop is so rancid and noxious that they don't even need to hit the enemy. Just having it land near the enemy is enough to badly poison it.
The only Pokemon that can't learn Toxic are ones that either don't poop or have no way to fling their poop.

How do you know they can't poop?
Objectmons are just creatures that happen to resemble objects, and ghost mons are just creatures that have ethereal, non-solid bodies.
