Eternatus is the progenitor of the entire Dynamax Phenomenon, and is also capable of producing seemingly limitless amounts of energy. Zacian and Zamazenta are the antithesis to the aforementioned phenomenon. When assuming their Crowned Forms, they're capable of taking down Dynamax and Gigantamax Pokemon with ease, and have the power necessary to nullify and defeat the fully-powered Eternamax Eternatus twice. I mean... as other anons have pointed out, they never actually explain how or why, but at least they actually have such powerful capabilities.
Solgaleo and Lunala... they have nothing. They're just Ultra Beasts. Every single UB is tough on average. There's nothing that actually sets Cosmog's evolutions apart from the rest of the UBs, unlike Necrozma. At most, they can pop open a single Ultra Wormhole at a time. Amazing. They're not actually that powerful lore-wise. They can even canonically breed and exist in multiples. USUM has like four instances of Cosmog's Line in one game (Nebby, Ultra Megalopolis' Solgaleo/Lunala, Parallel Universe's Solgaleo/Lunala at the Lake of the Sunne/Moone, and eventually Nebby's Offspring). I don't even dislike the line personally. And I'm also not saying every Legendary needs to be this absolute deity capable of altering reality or being able to affect the entire world, but... I don't even want to go on any further. It's just a bit frustrating.
