In RBY they were at level 30 so using them on your team was easier, you didn't have to grind so much.
In FRLG leveling them up is a chore and by that point in the game there is a lot of alternatives to use.

They probably recycled the script from picking up an egg or a starter Pokémon and neglected to adjust the level the Pokemon is generated at.

You had to put in work before too, level 30 was around the level of wild pokemon at that point in the game, maybe even a bit lower. Having them be at level 5 is just a lot more pointless grinding, at least at level 30 you could reasonably use them on trainers right away even if it's a rough start

What does it take to level from 5-30 if you are that far into the game?

Significantly less. You'll get multiple levels per trainer if you lead with the Pokemon then switch to another.

why should it take even a single hour to be able to use a pokemon you obtain right before gym 7? that's just a recipe for an instant boxing. the level 30 was a far more appropriate level than 5.

yeah I always thought it was weird how you get the fossils in kanto so late

it's clear thought that they recognized this issue, since you can restore fossils way earlier in other games, and they definitely don't start out at level 5

I found that weird too. They're two stage pokemon that don't evolve until level 40 so it's obvious that they're mid-late game mons and should be a fairly high level when you find them.
