Because t's fucking cringe. It makes sense that the Pokemon evolves differently to adapt to the new habitat, not that he changed completely beforehand.
It should go old pokemon -> regional form/new alternate evolution. I hate that I can't evolve my normal Farfetch'd into Sirfetch'd, especially when galarian Farfetch'd is just a stupid reskin.
