The game is a piss easy straight line where nothing happens and there are no meaningful obstacles or story events at all as you walk from gym to gym.
The seventh town/gym is literally a hallway, they dispensed completely with building either an actual town or an actual gym and just gave you a hallway. That's symbolic of the level of effort that went into the rest of the game too, and that's why people hate it.
