No kidding. It's not the worst thing to have late game mons given the same amount of time as early game mons to be NFE before they evolve. It's actually a nice touch to give NFEs a time in the spotlight like this instead of steamrolling most of the story with the same 6 fully evolved pokemon.
But man, is it pointless to have something like Mienfoo or Rufflet available before the second gym.

Guarantee Talonflame gets a priority brave bird in on a free switch. Just like how boots means Dragonite will always preserve Multiscale for an attack or DD on a free switch.
