In both cases their usage is tied to having good typing and good abilities. Sableye has excellent augmented bulk by virtue of having Prankster Recover, Will-O-Wisp, and it also has good utility in STAB Knock-Off/Foul Play. Plus Dark-Ghost is a solid defensive typing with only Fairy to worry about, and is also immune to Prankster itself due to being a Dark type.
Same deal with Mawile in PU. Intimidate is still good and Steel-Fairy is arguably the best defensive typing in the game, plus it has Stealth Rocks. It can also run Sheer Force + LO for a surprise against those expecting a defensive set which gives it some unpredictability.
Delcatty has neither of those things going for it. While Mawile and Sableye have abilities that essentially augment their effectiveness in their particular roles beyond their BST limitations, Delcatty has no such luck. Its typing doesn't convey some particularly useful offensive or defensive role, nor does its ability have sufficient strength to overcome stat shortcomings . It could, in theory, be good offensively, but it is very much in want of a stat buff to do that.
