Blue is a close second. After him is Kukui if you count him as a champion. The problem with Blue though is that he's not Cynthia lol. She's an actually respectable woman with god tier music and an elite team. Additionally she's always on top of the lore and story and helps you along the way. Blue is one dimensional.

I'm replaying Pokémon Pearl for the first time in a long time and I'm starting to realize how much I under-appreciated 4th gen when it came out. Region is comfy, music is based, character design is based, the sheer amount of content (esp. in games like Platinum). This is coming from a die-hard Hoenn fan, I really didn't see Sinnoh for what it was.
