Comparing Silvally-Dragon to Silvally-Bug is a lot more fair than comparing Dragonite to Butterfree, for example. Because there's way more differences between Dragonite and Butterfree than typing alone.
And yes, Silvally's movepool is cucked, but the Silvally tier list only compares Silvally forms to other Silvally forms, rather than to Pokemon in general.
Each form is exactly the same outside of their type, so it stands to reason that the better Silvally forms are better entirely because of their type.
