Pikaclones require 3 things:
1) Electric-type
2) Needs to have electric sacs on cheeks
3) Needs to be in the Fairy and/or Field egg group
Marill is not a Pikaclone due to it not being Electric-type or having electric sacs. Previously, Nuzzle was also a move exclusive to Pikaclones, and that served as a qualifier for whether something was a Pikaclone or not (though Morpeko, the most recent Pikaclone, can't learn Nuzzle).

Pichu is part of the group but it isn't strictly a "Pikaclone" as it is in the same evolutionary line as Pikachu. Same as the two Raichu.

Were you alive in Gen 2? It is literally pikablu, Gen 2 Pikachu. It's stylisms and overall design share a lot of similarities with the Pikachu line, it even got a baby form in the generation after it was introduced, and they had a bunch of merch together.

Gen 4, which fully solidified the pikaclone trope as we know it today was what forced us with the electric type, but the intent during gen 2 was absolutely that Marill was the pikaclone of that gen

You forget that pikablue was only a ffannickname, Marill wasn't ever treated as a pikaclone. There was even a movie dedicated to pichu, how you could ever mistake Marill as a pikaclone is beyond stupidity
