Dawn would probably be a gender-specific Eeveelution for the same of thematic consistency, which would be such bullshit. If not for Extreme Evoboost and Partner Eevee, it could've been a (male or female) Normal type Eeveelution, but Eevee itself is now the crown prince of the normal type, and giving it a same-type evolution would cramp its style.
They probably shouldn't have ever introduced stones without a corresponding Eeveelution, but here we are.
