Weavile had a high usasge rate in early Gen 4. Don't know about late Gen 4 because Bullet Punch Scizor brought cancer to the metagame.

If you're using HO and constantly reactively switching you're playing badly.
HO switches the least of all playstyles and only does so in ways that gives them momentum, like double switching to force out something to set up on or sacking stuff to get in something else safely.

or i'd just let it kill off something already half dead and give weavile a safe switch in.
you can argument in whatever way you want, but your team isn't gonna make it to worlds or top of the ladder with a staraptor as the star player.

Staraptors niche is that it can burst stuff down with BB, CC. It lost Return so it's forced to take Double edge so yeah it can hit super hard with Stabs and CC but it will kill itself or not kill as much as you'd expect with mon of it's power and strength.

In previous gens it's UUBL since above it offensive threats can keep it in check and defensive checks can keep up with it. Lower then OU and it just burst hard.

Maybe if they upped its attack by 10 points and speed by 5 it'd be OU.

Staraptor needs to being at least 2HKO'ing things. It dies too quickly given the nature of its moves and this is especially compounded with SR.
