Nope, earliest you can get it is post-E4 at the Pokeathlon Dome, IIRC. Tangrowth, Weavile, Gliscor and Mamoswine are also locked behind some post-game bullshit, I believe.

You can get Mamoswine and Tangrowth. Every Pokemon that evolves through a new move is available. It's the other ones that are exclusive to postgame.
