Overall GF has buffed Wigglytuff, but the Fairy typing and wide movepool weren't enough to salvage it from being shit.
Also, trading a fighting resistance for a ghost immunity isn't the worst tradeoff right now. But Wigglytuff is too awful to make good use out of it.

Moonblast is the special equivalent of EQ, and nothing is immune to it. The high power means it's easy spam against most offensive Pokemon, which tend to be Dark, Fighting and Dragon types.
It has a 30% chance of dropping SpA meaning special attackers that could switch in are crippled. EQ has no secondary effect and comparable moves with this high a % are only 80 BP, like Scald, Discharge and Sludge Bomb.
There's no real competition to Moonblast. It's arguably the best move in the game alongside Thousand Arrows.
