No, Tagiri created it, Masuda just helped him put his idea on cart.
He co-founded Game Freak studio with Tagiri and Sugimori alright, but still didn't create Pokémon.

Technically, it doesn't work like that at all. He didn't have the idea, he was told it and asked to help turn it into a game. Ergo, he was one of the developers of the idea, but not the creator.

Everyone involved in developing a game is a "creator".
Masuda, Tajiri and Sugimori made games before Pokemon.
Tajiri got the idea of Pokemon but he didn't singlehandedly make it.
He even asked Nintendo to help gamefreak because they weren't every talented at that time.

Nintendo didn't offer Tagiri help in the slightest, shit they didn't even think it was going to fly, hence why they shat it out in February dead air time, instead of before a holiday like with Mario at the time. Creatures stumped up cash, but only cash for it and also didn't give a shit about GF's problems during Development, all they cared about was havinng their name on the credits.

the simple idea is that Pokemon wasn't created by 1 person only.
Tajiri got the idea but his close friends Sugimori, Shigeru and Masuda all helped in creating Pokemon.
Heck, Blue (male) original name was Shigeru after Miyamato Shigeru's name who was working at Nintendo and helped Gamefreak to make Pokemon.

super casual too, maybe one of those sandbox games like stardew valley where all you do is decorate, talk to the furries, and collect stuff to sell to buy more decorations. Only with even cutesier graphics.
