So I know there's a ton of normal pokemon fan games, but what about mystery dungeon fan games? Do those exist? Are they any good? Bonus points for edgy shit like Pokemon Reborn, I am a slut for that sort of silliness, so long as it isn't you know total trash gameplay-wise.

They don't exist, sadly. I did see some redditors working on some tools to edit maps and cutscenes a while ago, but there's no actual fan games yet

If you look up "PMD fan games" you will find some obscure, janky amalgamations like Pokemon Sky Fortress, Pokemon Heritage and Rescue Rangers but you'll notice they're a mishmash of assets from both the main series and the PMD series, have consistent dungeon layouts and the battle format is always that of the main games instead of the mystery dungeon format.

Like this, for example. It really isn't a mystery dungeon fangame as much as it is a mainline pokemon fangame with somewhat unique exploration gameplay.
