As someone who like clefairy's design a lot, I asked myself this question many times without finding any proper answers about it.

How do Clefairy and Clefable eyes Fucking Work ???

Are they bags under their eyes or is the line works like to define the shape of the eyes that happen to be skin color. (More like Lana in Sun/Moon)
I see a lot of artists going for the bags and never for the skin color version. I see it even more now that people are making emotion sprites for the Pokémon Pink recreaction and going for the bags again.

So I made some research and realized that bags were mostly used in the anime but the former were used way more in the latest 3d games and even sometimes in the anime as well. When you see Clefairy closing their eyes with no bags visible. Same in the manga, Clefairy don't have any bags, just generic anime eyes.

Do actually Game Freak or the Pokémon Company actually know the answer about this ? Do they care ? (probably not)
