Because their only purpose was being N's caretakers. Like N, they were orphans taken in and brainwashed by Ghetsis to do his biddings. Still, at least they get some screentime in the anime. Anthea's cute, btw.

If they were good, artists would probably care to draw them.

NPC trainers get art all the time so irrelevancy to the plot doesnt matter at all in this case.
