Escavalier is also canonically fast, but has a low Speed stat in-game.

I don't know why gameplay and story segregation is something that's so hard to grasp for Pokemon fans. Pokemon is a game first, so they're statted with gameplay balance in mind, unless they're legendaries. While the Pokedex and stuff like the anime uses their canonical abilities.
