When Nintendo designs a card, the furthest thing from their mind is "how do I make sure this card isn't super powerful compared to the rest of the cards players can obtain?" They're thinking something like "man this card is going to be awesome, it's going to have 400 HP and a one energy 70 damage attack with no drawbacks and epic card art by 5ban illustrations!" because that's just how Japanese and largely speaking Asians are in general, they don't want boring bland "balance" in their escapism fantasies, they respond far far better to surprises and unique experiences that let them pretend for five minutes they aren't part of a collective soulless hive mind society.
