ive seen a lot of people confused about dunsparce's possible evolution into a boat

please see the attached image as confirmation

The boat is from the early 97 build. That early version of Dunsparce is from 99, and obviously a placeholder. There's also another snakemon in the early 97 sprites that has the same stripes and headdress that the boat has, which also exists at the same time as a different tsuchinoko design. Seems like they couldn't quite pin down what they wanted to do with these concepts and threw them all into a blender and Dunsparce is what came out.

pretty much this. even if he doesnt actually evolve into the boat, there does clearly seem to be elements that were being split across several monsters. there's another snake line in PM2 that seems to have elements of this line that were scrapped, and parts of boat dunsparce seem to have be appropriated for lugia

The boat mon is from a build with this Tsuchinoko mon that became Dunsparce. They're obviously unrelated.

They could well be related. From this leak it’s clear that GameFreak’s old design pattern was:

1. Design tons of monster sprites
2. Vote on which designs they like best
3. Toss them into the game rom and test them out
4. If they don’t like them, redesign.
5. Reiterate step 4 until final.
