FRLG has a more appealing aesthetic (sprites, overworld) so more people opt to build off of that, despite Emerald being built over FRLG. RS are naturally quite barebones compared to FRLG and Emerald, so you'd rarely see people go for that. This matters especially with binary hacking since replacing and writing over things is easier than adding in something new in a ROM, as opposed to using the decompilation projects where adding and porting things to one game is much more accessible.
