The kubfu story bit involves you and it entering a Tower alone, so that probably can't be used to overlevel your Pokemon. Can't aay much about the rest. Maybe Klara/Avery become Gym leaders in this expansion or after completing the next. Maybe the Kubfu base level will be used as a reference point. Maybe there'll be some scaling. The most likely thing is that, if there is am added Gym, it will be post-game or a minor league Gym that doesn't count toward Champion qualification like they memtioned in a Gamr Informer interview pre-release.
