Raihan has 2/4 dragons and fits a ground gym just as well as dragon if not better since his mons are all related to sandstorm.
If you're teaching a C++ class you wouldn't give a test for Cobol, gym leaders are supposed to be testing you, not just some random type specialist like a dragon tamer.
