It's the exact same design. Do you think Typhlosion is a biped just because its sprites have it stand?
If the fans actually made fanart of it on all fours then GameFreak may have paid attention and catered to that angle, but everyone just drew it on two legs because they have no imagination and now we have the design we have today.

Ignoring the furry stigma I feel that quadrupedal designs can give off a more bestial feel. Bipedal can give off a more monstrous feel like a dragon or kaiju or something because it's rare to see in nature, but if there are too many bipedal pokemon it stops standing out as something monstrous and is just normal.
