Why are there beta/proto Pokemon? If the design is still in the concept phase why is there spritework? I can see little tweaks being implemented in the sprite phase, but if the creature is still being fleshed out, the design should be on paper.

Because until gen 4 they sprited everything first and drew the reference sheets/official art later. That’s why gen 1-3 have a bunch of weird off model sprites.

I don't. That's why I'm asking why they did it that way. It's common knowledge that the early games weren't fully optimized. It would be better if they planned everything out before working on the game.

I don't think there's ever been a case in gaming history where the entire game was planned out before they started programming and inserting or changing graphics

Prototyping, placeholder, testing how it looks ingame. There's a lot of different approaches to designing a video game

Because at that point they are final designs.

They re-assess it later.

Bear in mind this is gen 2. They probably had all these designs done pre-green.

They said they had 500+ pokemon fully sprited when they did green, and essentially just picked them out to put in whatever slots they could fit them in because they couldn't fit them all. They continued this into gen 2 doing few new designs besides Lugia and the updated dogs.

That's why we see some of the beta gen 1 mons in gen 2 beta. They were all designed for gen 1 initially.
