She's only in LGPE. The girl in FRLG is Leaf. They look the same but they're separate characters, like Blue and Gary.

Yeah, Pokemon special has the closest to canonical versions of the characters and in there Green picks Charmander, Red picks Bulbasaur, and Blue picks Squirtle.
