Team Flare. I guess GF figured they could go back to dialing back the storytelling (or they were extremely rushed). Considering it was after gen 5 with Team Plasma, Ghetsis, and N being some of the most well written baddies (by Pokémon standards at least), it sticks out like a sore thumb.
I don’t consider gen 8 to have a true “evil team” because I don’t want to acknowledge how badly GF fumbled the plot of SwSh.

Flare had no goal and no plans. Nothing they do has any cohesion except to antagonize the player. The members are just stupid evil without any relatable motivation. You can't even say they worship Lysandre and that drives them, because they're disloyal to him.

They were gonna wrap it up in Z but clearly that was canned to get S/M out for the anniversary for that KANTOOOOO nostalgia money.
Shit they even moved Zygardes story to S/M. That screams that gen 6 was supposed to be bigger and they just moved Z's shit to S/M

Flare is kinda retarded but it seems to intentionally mock scientology.

USUM Lusamine was written the worst. It wasnt even properly rewritten, they basically just inserted dialogue and tried retconning SM regardless of if it made sense. Lusamine was evil in SM because she was manipulated by Nihilego. So she still treats her kids in USUM like disgusting bastards but supposedly is really the good guy all along? Like they didnt properly remove enough of base SMs plot or didnt add enough OC for USUM.

That's not stupid, it works with Gen 2's theme of the passage of time. Team Rocket can't accept change and is crippled by it. They're unable to move on and just desperately cling and hope for the past to return. They're a shadow of their former self.

You can argue it's not fleshed out as well but the point is it's still less stupid than Flare, Aqua, Magma, and so on.

I don't care about the stories any more. I played red, silver, ruby, diamond, black, y, moon, and shield. Now my complaint is that the pacing is too damn slow. The games need a turbo mode like a street fighter 2 expansion. I am losing the motivation to start new games and hoard spare legendaries on pokemon home.
