Needs to learn Recover and Refresh. I think that's all it really needs, actually. If I were going to make it super awesome and amazing I'd say Sacred Sword or Superpower too so it could have perfect Ghost + Fighting coverage when it's in Ghost form, but that might be a little much.

Here you go.
Give a mirror special version of Multiattack call it Multibeam or something. Same base power n everything.
Give more covrage overall, its movepool is so shallow its fucking painfull, you legit can get it to cover for anything without making it mix attacker.
Give some of these moves to help.
-Dragon Dance
-High Horsepower
-Play Rough
-Auro Sphere
-Close Combat
-Liquidation
-Flare Blitz
-Extreme Speed
-Accrobatics
-Wild Charge
-First Impression
-Poison Jab
-Recover

Make it so Multi-Attack works like Photon Geyser and uses whichever attacking stat is higher.
Also, give it at least one decent physical and special move of each type.

Not every mon really deserves to be good in competitive. For what its worth silvally is a rather good pokemon ingame. Its just that the pokemon is not built for competitive due to not being able to hold a real item.

Silvally was given its species strengths at 95 across the board both to connect it to Arceus (who has 120 across the board), and also to make it weaker than Mythicals such as Mew that have 100 species strengths across the board. So I think the stats should stay as they are, as 95 is a much more conforming number than 96-99. Silvally should instead have its Memories function the same as Plates in providing a multiplier to its STAB. Silvally should also have the same movepool as Arceus; any moves that it can learn that Arceus cannot should still be kept, like Multi-Attack.

There was a glitch in USUM that made it so the Pledge tutor would only offer to teach Grass Pledge to Silvally. And in SwSh, they still haven't fixed it.
