I feel like Smeargle and Garchomp wouldn't be great representatives, gengar would be above grimmsnarl for popularity reasons, and gorvyle would be below lucario and mewtwo for popularity reasons.

I went for type diversity and as little genwun pandering as possible. Mew could also have the huge movepool gimmick but Smeargle appeals to rulefags by not being another psychic and being gen 2. Garchomp might be kind of awkward but I think that it could have a decently interesting movepool and playstyle if it's not too similar to charizard. Grovyle representing a beloved spinoff series is good enough reason to be where it is imo as well as being the gen 3 mon. Plus Sceptile was decently often requested up until Ultimate where is fizzled out
