Although, it does have post-game content but customization was never a core thing to the series as a whole, it's just a merely a tiny detail that enhances the experience rather than benefiting the core gameplay, like battling.
On the other hand, Animal Crossing always had open-ended gameplay and never had a true ending aside from completing all of it's optional tasks that the player can think of or the game gives them to the player. Customization in AC is always a core element in the series, because it is designed to be a life-sim in some way, which means that having a personalized experience with the game is always a must.
Having detailed base customization would never add to Pokemon series in a significant way as like AC would. And why is that? That's because it's a RPG.
