I don't mind Chuck's ace not being from Johto because no one had Poliwrath as an ace on Gen I, its really fitting for a seaside Fighting type gym leader, and it shows off DynamicPunch really well with its Hypnosis setup.

Morty should have had a Misdrevous though. Bugsy and Scyther is fine imo, again its meant to show off Fury Cutter and technically its evo is a Johto mon. Falkner could have had a Noctowl but that would have been a tough battle at such a low level, especially for Chikorita.

Houndoom would be a very strong Pokemon to have in Johto that early in the game, its bot really about the level it evolves at as much as it is about generally balancing a game with 16 gym leaders.

There's also the trade Onix and, in the remakes, Mareep.

The player already has plenty of options to take on Falkner, giving him a slight buff in the form of Murkrow really isn't that out there.

Weird because I've never once beat Whitney with a Machop on my team. By that point in the game you have plenty of options for Whitney (Graveler, Onix, Gastly) and you're not going to be at a major disadvantage unless you've only been using your starter (doubly so if you picked Cyndaquil). What made Whitney so tricky was that Attract and Rollout were both new moves, combined with how bulky Miltank is plus a recovery move.

Again, adjust your reading comprehension. Rollout was threatening because it used a new mechanic and you might not expect a Rock type move. It's certainly a challenge if you're not expecting it but its hardly game-breaking.

Dynamic Punch hits like a brick so it was mostly luck based whether or not you have any trouble with him. Otherwise yeah he's not terribly difficult, and you get Fly in the same town.

Anyway, alakazam is strong AND fast. Usually you also wouldn't know that it's physically weak unless you carried one yourself (and all three starters were mainly special types, so most people would try to use water attacks, grass attacks or ember), both surviving and one-shooting 'zam was very unlikely and many teams would be ravaged by it alone, even if they made it through the rest of her team without a scratch.

A pidgeotto, a noctowl, a murkrow AND a golbat. That is not high difficulty, that's outright shit balance. The game up to that point just doesn't throw a fraction of the exp, money and items required to beat something like that, it's just impossible without copious amounts of grinding.
Even if you say that random trainers are also strong so you can level off them, it just means that you will need to grind to beat THEM instead.
The second one is no better. That scizor and heracross combo is just impassable (although maybe the player already has the typhlosion they grinded to beat that Flakner).

Heck, that Morty is way WAY easier than the three leaders before, both because of team composition and because the game has probably given you enough resources to beat it by that point.

With a level 14 Quilava, and a similarly leveled Mareep and Geodude, you could beat that Falkner team assuming its levels are around the low teens. You couldn't just bulldoze it with one starter, which is what makes challenge hacks more fun than vanilla.

You didn't get access to mareep in GS until beating Falkner though, although there was an onix just a trade away.
At any rate, just by taking away the golbat and probably one more of the others (assuming natu has night shade) you can beat him as you get to him (assuming you climbed Bellsprout Tower first) and still have a fun and challenging battle without the need to pick a specific starter and grind three pokemon.
Far too many challenges and hacks conflate difficulty with time-wasting and it makes me wonder if they've ever played a good difficult game.

IIRC it might have been like that in Red and Blue too for a couple of Pokemon. Electabuzz and Magmar. Scyther and Pinsir. I don't exactly remember. Hell, gen 1 and 2 don't allow a person to "see" every Pokemon in the dex by just fighting every trainer and seeing all wild encounters and evolving all that you can on your own. Does a trainer even use Porygon2 in Gold/Silver? Same with Heracross, come to think of it. I like how in later versions, you can "see" every Pokemon in the dex by just battling every single trainer outside of legendaries.
