Brock and Claire have even been hit by it. Just accept that you can't have the in between of the Anime and Games and only take the edgy shit as canon while disregarding the rest. You can't take Bewear's hugs of death from the game and Happiny picking up frozen ponds as proof that they can kill humans but ignore the multiple game and anime events that show they cant. It's why Pokemon battles aren't outlawed or outright banned in the pokemon world. Pokemon and humans don't have natural bodies or something and instead when they get hit by a pokemon move they get stunned or drained of stamina and get put to sleep, but never die or get seriously injured. The only "serious" moments in the entire anime has been like, Ash and co being in a sunken ship and going to drown, having a gun pointed at them, and being in a burning building. But a Rhyhorn or Nidoking chasing you, yeah let's run because it'll hurt and KO you, but it can't kill you. Pokemon can't kill. Police use Pokemon over guns because it's better to knock out and subdue criminals rather than shoot them. Also in the movie, mewtwo takes "their powers" away and the only way pokemon are going to die is by literally beating/struggling to death and exhaust all of their energy.
So yeah, pokemon attacks can't actually kill or maim, just knock out at best.
