I liked the Oddish line a lot, including Bellossom, and never realized it's a similiar thing. Probably less of an issue then, because of early installment weirdness and nothing was 'normal' but it's still enough to make me re-think Galarian Meowth.
You're 100% right though; if regional forms were a thing back then, Bellossom would be Johtoian Vileplume.
I honestly would be fine if we never got new Pokemon again (or at least for a while) and just got new regional forms of Pokemon. It'd make the world seem more real.
