Now they just want a ton of 'Look at this funny meme!' Pokemon to get more attention.
Not to say there weren't always silly and meme-worthy Pokemon but it's different when the company is purposely trying to make them for that sole reason.
The biggest problem is just that it's too top-heavy. It needs healthy limbs and a smaller orb. It's also super busy with no coherent rhymes to it. Giant Orb Head, Lots of little Orbs, Wings, an actual decent looking head with un-even limbs. It's colors and patterns don't even tie into each other. I guess the wings and chest pattern are meant to represent a tailcoat but it doesn't come across like that at all.
There's also nothing about it at all that signifies it's environment. That's not always needed of course but for a legendary in a specific location it feels more warranted.
It's also described as graceful and while it has dancers legs (that look like they're about to snap) nothing else about it would give off that impressions.
I think Urshifu is a bit over designed but at least everything about it actually flows together and fits it's whole motif.
SWSH just feels like a lot of Pokemon were first drafts that just got approved. At least we got some decent ones though.
