Not quite, friend. He retains his speed and attack, and just moves every other turn. It means base speed 100 is much easier to attack first

This is better if anything. It's going to die to literally any fire move anyway so making it an 8x weakness is no different, but now it's also immune to Scald and water in general heals it so it's a free switch-in. Unironically buffed
