Gen 4. I know for a fact they've said this but I can't find the source for the life of me. Though there's evidence in the fact that Gen 4 is where the sprites started being far less off model.

4 was the first gen where ALL the Pokemon were official art before sprites, but there were a handful back as far as gen 1 that were drawn on paper first.

Probably Gen 4. Gen 3 sprites still had a lot of inaccuracies to the artwork. Like Zangoose's claws being purple, Salamence being dark blue with orange wings instead of light blue with red wings, and Nosepass's everything being wrong.

Possibly Gen 3, Absolutely Gen 4

I also think some of the later Gen 2 guys were drawn then made into sprites. Ariados, Wobbuffet, Yanma, Gligar, etc.

I mean the final design was drawn, then implemented, rather than continuing to fuck around with weird two headed ghosts and indeterminate blobs. Gligar only has two variations, and both look like complete designs. A very different Ariados appears out of nowhere after lots of wonky sprites of the jack-o-lantern spider and one finalized looking sprite.

OP technically asked about official art, to which I don't think we can pinpoint. Because with Yellow or even JP Blue, they started to use a technique where they drew artwork in real life and then traced it on a computer for the sprites
