Flying is pretty cucked by Dragon. Many Pokemon that directly involve not just flight but the wind itself are just "Dragon" because the thing is a dragon. That's not really the point of dragon though -- Dragon's about extreme arcane power, or something like that. Most dragon pokemon are literal dragons, but the Dragon aspect is usually laboured to establish the type. Also something I've noticed is non-Flying-type Dragon-type Pokemon tend to fly by jet propulsion rather than by wings. Pretty long list:
>Garchomp>Zekrom, Reshiram, Kyurem>Latios, LatiasGiratina is a ghost and so it drifting is not really realted to flight. Hydreigon could be Flying type but they prioritised Dark and Dragon, which I think is confused but whatever. In Charizard's case they prioritised Fire (of course) and Flying because 1. its streamlined design is in deference to this affinity and 2. the addition of Flying rewards the player who evolves Charmeleon, whereas Charmander would have to have been Dragon from the start. Gyarados is the same. It has to be water, and it has to be flying. The mega I think could be Flying/Dragon because its windsock resemblance is heightened and everything suggesting water also suggests flight/wind. Going by its design Ampharos should be Fairy/Electric
