Ok, retard but the reason is simple. Horn Attack and Horn Drill are normal because they are not related to any type. Megahorn is bug because it was made for Heracross.
The name isn't everything for you to decide the type.

You said it yourself. They're different elements, or "types". This has been reflected in-game animations in Gen 7 and 8 as well, with the horn in Megahorn being green to indicate that it's Bug type.
