It was likely developed as the setting for a filler arc while the next generation of games was still under development. It is not referenced in any game, although players can explore the later-introduced Sevii Islands, which appear in roughly the same location.Now that we know that they scrapped the map in 1997... A better hypothesis is that the Anime producers received information and started producing assets for the new region(s), which could have been all of Japan. This includes character designs, episode plots, and backgrounds. When the developers scrapped it, the anime developers had to scramble to recycle the assets and information into something until Gold and Silver actually released. They weren't allowed to show any Pokemon which might not make it into the final game.
Mercifully, the Porygon Incident gave them enough of a delay (four months) to achieve this.
