Why is suicune so divergent? The other too have very similar arrangements of layered crests and hair, suicune is almost naked in comparison.

The beta designs are similar enough, but I assume Suicune got special treatment after the redesign because they were planning on a Crystal version as early as 1998.

Entei is far more divergent though because of the body patterns and fur, and structure of Rai and Sui.
En and Rai are similar due to the metallic mustache/mask.
Only similarity with En and Sui is the hair.
Even Rai have violet hair.
