Using more than one of the same type is fine if they don't share weaknesses.
I'd use a Gastrodon and a Gyarados on the same team since only one is weak to Grass and only one is weak to Electric.

Hop has a literal legendary, Zacian itself is ridiculously broken
Hau has EVs and his team is pretty competent
Barry has huge levels and a great team as well
No other rival could compete with those three

Gen 4 across the board had some pretty amazing movepools on pokemon, it starts out super simple but by the seventh gym you're facing down some crazy strong shit. Despite how forgettable they are sinnoh's elite 4 is one of the strongest due to their movepools. Barry is just following suit. My only issue is that they're movepools is the only strong thing about them, correct me if I'm wrong but none of the trainers had set IVs or EVs in gen 4 so their stats were usually at a disadvantage
