You're mistaking it with Ash & Pikachu (which not only regurgitated anime plots but usually made them even dumber) and the New Series manga (which is straight up carbon copy with zero creativity).
The problem with this manga (aside from boobs and whether they really were a problem) was with the way how all Pokemon anime-based manga roll - they run in monthly magazines and they only adapt the episode that is coming up in the time of the issue's release. Which makes them a sequence of unconnected random Pokemon episodes, not necessarily the most interesting or most important ones.
If EToP was given a chance to be a full adaptation of the anime's story with all important events included, it would really be the "better" version of the anime and arguably one of the best iterations of the Pokemon world in existence.
