In 99% of other instances, items are just lying around in different locations that may occasionally be out of the way, but not in particularly special locations. Sunny Day could easily have just been lying on the ground on Route 120, but it isn't. Scorched Slab isn't a dungeon, it's a reference to Shinto mythology structured around an item pickup. And if you were a gaijin and didn't know that, then it was just this weird little cave with no real significance other than the item and the strange name, which made it mysterious.
What harm does its inclusion bring? It is a completely optional location that takes little time to reach and has a tiny map, barely any space on the ROM.
For these reasons, it's evident to me that the OP was a shitpost.
