And 2, the sprites were always made first, and then Sugimori finalized the designs in his style, refining any awkward bits, and adding a bunch of detailing and cool elements to make them look good. When Sugimori stopped finalizing the designs under his style and everything started being completely on model was when Pokemon designs started losing their soul.
