The fuck are you trying to say? Outside of people like Ace Trainers most of the trainer classes you meet are just random people who make a living out of things other than pokémon. There's no reason they should have a full team just because you meet them near the end. Of course to compensate, the few mons that they have should be of a higher level then the route average, which is also usually followed.
